2) isn't necessary for this at all.

If Ant version >= 1.5.3 and all files in jar are UP TO DATE (this
includes the Manifest which may contain stuff that changes on each
build, be careful) then <jar> won't do anything.

The update attribute only controls what happens when the jar is not up
to date.
