That's because the nested element's name is <propertyref>, not
<sysproperty>.

You'll have to define the property outside of the set (and the task)
like

<property key="myapp.base" file="base"/>

and later use

<syspropertyset id="base.sys.properties">
  <propertyref name="myapp.base"/>
</syspropertyset>

Outside of the java (or junit) task it is known as propertyset, not
syspropertyset.
