Why not

  <if>
      <available classname="org.apache.catalina.ant.SessionsTask">
          <classpath>
              <pathelement path="${tomcat.home}/server/lib/catalina-ant.jar"/>
          </classpath>
      </available>

instead?  Do you need the tomcat5 property for anything else?
