The underlying problem is to solve configuration problems in big 
projects by moving common settings to common files.
The "pre-import" would be very nice, but it would still require hard 
wired absolute pathnames in the build files or the invoking scripts.
The "floating import" (couldn't think of a better name) eliminates the 
need for the hard wired path names.

I hope this clarifies the relation.
