Not easily.

One way a user can do that without any modification to Ant, is by
providing a subclass of <path> that takes a nested <fileset> (Path
already does that) and orders the contents of it.

After that, use <typedef> to make your Path subclass known, say

<typedef classname="org.example.Path" name="mypath"/>

and then use your subclass in <subant>

<subant ...>
  <path ant-type="mypath">
    <fileset .../>
  </path>
</subant>
