Yes, like all dependent things are done:

<target name="process.check">
    <!-- set property 'process.ok' if jar is signed -->
</target>
<target name="process" depends="process.check" if="process.ok">
    ...
</target>

But I donĀ“t know how to check whether a jar is signed from Ant.
If you can do it via java, you can use a <script> element to check
and set the property.
On [1] Jose asked how to implement a selector using <script>s. Peter
gave a nice example on [2]. Maybe you can start with that doing a
condition.
