Somebody post something about 'Grand' tool from ggTools. A quick look at my old messages and
I found:

it seems a good option; however I am not quite sure if it can help you with your issue about
well-usage of your properties both in your .properties file(s) and your .xml file(s).

I recall JBuilder X can do something like that, I am not pretty sure if it does just for classes
or it works for Ant files too.
