Hello Craig,

See the bottom of the javadoc task page in the manual for an example 
with a nested <fileset>, including include and exclude.
I'm not sure if you can pass two <fileset>s but it's worth a try. 
Javadoc task also accepts a (or maybe more) nested <packageset> ...
