Subject bootstrap.sh - ant-junit.jar does not contain any classes (1.6.1)

I had the junit task working for an older version of Ant, but as soon as I 
upgraded to 1.6.1 (source distro) and ran bootstrap, I was unable to get it 
to create an ant-junit.jar file which contains any classes.

I copied junit.jar into /usr/local/apache-ant-1.6.1/lib before running 
bootstrap.sh.  The bootstrap process detected junit.jar in that directory, 
and unlike the other optional tasks, does not report it is creating a 
manifest-only file for it. However, the jar file only contains xsl files - no 
classes.
