Don't you need a "/" at the from of the exclude?

    <exclude name=3D"/RECYCLER/**"/>

or even

    <exclude name=3D"**/RECYCLER/**"/>

"RECYCLER/**" by itself matches only those files in a directory called R
in the current directory / project base.dir, right?
