The batch file idea seems to be the best(easiest and quickest) solution.

This is currently impossible with Ant and only Ant.

The easiest solution is to write a wrapper batch file that takes the output
file name as a parameter and then use apply with a mapper.

So the wrapper would be something like (sorry, I know virtually nothing
about Windows batch files)

myexe %1 %2

and you'd use

<apply executable="mywrapper.bat">
  <srcfile/>
  <targetfile/>
  <fileset dir="." includes="*.as"/>
  <mapper type="glob" from="*.as" to="*.out"/>
</apply>
