I strongly suspect the new launcher cannot deal with a classpath that
contains an un-expanded environment variable, of the form %name% (I've
highlighted your classpath, which contains a reference to %CLASSPATH%,
but there are other such un-expanded variables).

Get rid of all these, and you should be fine. Of course, it's much better
to start out with an empty CLASSPATH, and deal with paths in Ant itself.
