I don´t know that Tutorial. But I try to help...

After reading the "Prerequisites for the Examples" it´s important to do 
the last step: "Set the following properties in the file 
<INSTALL>/jwstutorial13/examples/common/build.properties" Especially the
first
point: "Set tutorial.home to the location of your Java Web Services Tutorial

installation".

The message "taskdef class org.apache.catalina.ant.DeployTask cannot be
found"
refers to package "catalina" which is a part of Tomcat webserver. And I
think 
setting the tutorial.home property would let Ant include the right Tomcat
JAR-file.

I have downloaded the tutorial [2]. The line is
    <taskdef name="deploy" classname="org.apache.catalina.ant.DeployTask" />
Without any classpath information. So Ant´s cp is used.



But the common/target.xml is included by a number of buildfiles. Which
example
are you trying?



I try for myself to run one example. So I download the JWSDP from [3]. More 
infos in a few minutes ...
