Subject Exec creates a new Shell?

Does the Exec command create a new cmd shell on Winnt systems?

I am curious because a co-worker has his ComSpec env variable set to

ComSpec=E:\Progra~1\4NT\4NT.exe

but when the command runs, it looks like a new (4NT) command shell is being
created and he
is receiving an error that "E:\Program" could not be found.

However he does use the "Progra~1" (short name). 

Does the exec command expand the ComSpec and not putting quotes around the
path?


Any information would be appreciated.
