You could try using javamake 
http://www.experimentalstuff.com/Technologies/JavaMake/index.html or the 
<depend> task http://ant.apache.org/manual/OptionalTasks/depend.html .

 It really depends on how screwy the class dependencies are...in our 
case we had to resort to rearranging the compile order and using temp 
jars that were updated incrementally so that the cycles would be
