I'm not sure I understand everything, but as far as
getting the classpath and adding stuff...

something like:

<property environment="env" />

<path id="my.classpath">
  <dirset dir="${build.dir}" includes="classes" />
  <fileset dir="lib" includes="*.jar" />
  <pathelement path="env.CLASSPATH" />
</path>

should work for prepending stuff to your classpath...
