It's <apply> that internally (in Java code) does the loop in 'serial' mode,
or not (in parallel mode). You might misunderstand the usage of <apply>!?

This is only a .bat limitation. By default Ant uses Java's System.exec()
call, which has the higher limitation *all* windows program share, i.e.
around 32KB I think.
