You can check two things.

1) make sure JAVA_HOME is set properly to c:\jdk1.3.1  (the path settings
should override this though)
2) make sure that the path variable you are setting is the system path and
not the user path.  If I am not mistaken the
    system path (administrator rights are needed to change it) is prepended
to your user path in Win 2K
