If the properties.xml is shared wouldn't CVS/VSS/ packaging together with build.xml suffice?

Else if there an intranet http server resource available

I have inherited a buildscript which uses UNC in the DOCTYPE of the 
build file to define shared values.

What is the best way to handle this such it can run on unix or windows?
