Sorry, my typo. Should be .jpgr files.
In JBuilder 8.0 one creates them so:
File -> New -> Project Tab -> Project Group
and follow the wizard.

Here is a generic example:

<!--JBuilder Project Group-->
<projectgroup>
  <project path=3D"../<path_to_project>/<project_name>.jpx"/>
	...
  <project path=3D"../<path_to_project>/<project_name>.jpx"/>
