I understand in principle, but it's not clear how to to actually do 
this, e.g. ant will execute

<exec dir="tmp/bin" executable="bash">
   <arg line ="chmod a+x *.sh"/>           
</exec>  

without complaining, but it has no effect.

I gather that ant is just passing its args the java.lang.Runtime.exec(). 
I was hoping that ant had some better means of expanding filename wildcards.
