I think you are a little off the mark.

The Apache Software Foundation (ASF) is a non-profit organization whose goal 
is to produce open source software for the public good. 

The ASF is organized as a set of projects (known as top level projects). Some 
projects have sub-projects. Each project has a defined scope. The Jakarta 
project's scope is to produce server side java solutions. Ant was originally 
a sub-project of Jakarta along with many others (Tomcat, Struts, Velocity, 
etc). As Ant developed it was clear it was no longer really in scope for 
Jakarta and so it was moved to become a top level project in its own right.

Both Jakarta, Ant and all other Apache projects produce their own binaries and 
source distributions.
