Also, I think you need a /C flag or something like that with cmd to start an
application server.

so you would have

<exec executable="cmd.exe">
     <arg value="/C"/>
     <arg value="${path_to_jboss_bin}/start.bat"/>
</exec>

(check the exact flag for cmd.exe, have a look at cmd /? )
