See above.  "untouched" means the last modified timestamp won't change
either.  So yes, you can use <replace> in "incremental" builds.

Ant 1.6 gives you the opportunity to do this with <copy> - see Peter's
mail from yesterday.  The same applies to <replaceregexp> and
<fixcrlf> which work "in place" just like <replace> as well.
