Subject exec timeout problem

Hi,
I wrote a task:
 <target name="stopserver">
  <tstamp>
  <exec executable="${WAS_HOME}/bin/stopserver.bat" timeout="1000">
   <arg value="server1"/>
  </exec>
 </target>

the problem is that even after waiting for more than 30 min, the process is
not getting killed. ant manual says that timeout should be specified in
milliseconds.
I tried reducing it, but till timeout="50" it still waits .. reducing it
below that causes the stopserver.bat sub-process to get killed before it is
even gets started.
What can be the problem ?
