I think the answer on your question would be: "Because it can be done better
by using <if> or by better organizing your tasks, so you would not need this
feature."

If I wanted to execute tasks conditionally.  However, I want to
know the reasons for the current design of Ant.

Sorry for being a bit exasperated, but why is it that when I ask
a fairly simple-to-understand question I get the answer to a
different question?
