I believe that your question would spark an interesting discussion on the
*developers* forum.  For the most part, Ant users use what's available in
the tool while the developers make (user-informed) architectural decisions,
such as whether to put "if" and "unless" attributes in the Task class.

Another way to put this is that "How..." questions will get good answers
from user list and "Why..." questions will be more accurately answered by
the developer list.

One can subscribe to the developer list by e-mailing
dev-subscribe@ant.apache.org.  Be forewarned that the developer list gets a
lot of traffic.

Given that targets do have if and unless attributes, why don't tasks?
