Does this include ANT_ARGS, can it be changed from inside ant builds?

If, say in build.properties:

# Build run-time behaviour
current.run.mode=-quiet

and then in build.xml:

<property environment="env"/>
<property file="build.properties"/>
<property name="env.ANT_ARGS" value="${current.run.mode}"/>
<echo> ANT_ARGS is: ${env.ANT_ARGS}</echo>

When above is run it says:
     [echo]  ANT_ARGS is: -quiet

But actually does not run in quite mode.
What am I missing here?
