A more immediately useful answer :

I see that CVS creates a subdir called CVS in each directory which is under
CVS.
In this directory, there is a file called Entries.
Presumably, only the files listed under CVS/Entries are under CVS, the
monkey brains will not be listed in this file.

Now you need to do a bit of Java programming to process the CVS/Entries
files.
You should create a custom selector which you call for instance <undercvs/>

You can do this work in ant 1.5.3 or in ant 1.6 where it should be even
better supported.
