Maybe you can use one dependency-checking target which does the checks
for all targets.

<target name=3D"check">
    <condition property=3D"cond1"> ...
    <condition property=3D"cond2"> ...
    ...
</target>

<target name=3D"one" if=3D"cond1" />
<target name=3D"two" unless=3D"cond2" />

...
