If you are using Eclipse or WSAD there is a commercial add-on package
called CodePro that has a great javadoc repair/generate tool.

I don┬┤t know any.
But there are some tools on the market which can enforce styleguides.
Maybe they can insert javadocs. Maybe they provide an Ant task.

On the external-page "CheckStyle" is listed:
