With the current nightly build one can.

Simply create a class that implements
org.apache.tools.ant.taskdefs.condition.Condition

use typedef to define the condition:
<typedef name="mycondition" classname="acme.MyCondition"
              classpath="acme.path"/>

and use..
<condition property="condition.is.set">
    <mycondition .../>
</condition>
