There is an encoding attribute for fixcrlf in ant 1.5.3 and ant 1.6
I am not sure about ant 1.5.1 have a look at the manual page of the
<fixcrlf> task.
So you would need to make special filesets for your japanese files and add
the encoding attribute in the fixcrlf task for them.
