offline="true"/> 

No, you need the contents of this file:

    http://java.sun.com/j2se/1.3/docs/api/package-list

placed in a file called "package-list" in some folder (I use
"${build.dir}/etc".)

then

    <link offline="true" packagelistLoc="etc"
            href="http://java.sun.com/j2se/1.3/docs/api/"/>

in the javadoc task should do it.
