I've done several properties from the command line using the very
mechanism that you are. You might want to try running ant with the
-verbose (or -debug if you want a _lot_ more information) to see what
ant is doing. You might just have a difference in property spelling
between the command line and inside the build document. If you can't
spot something odd in the verbose output, then capture that and post it.
It might help to figure out what is going on.

arguments....

ant -Dcreateverify=true -Djdbcuser=vtest -Djdbcpass=vtest1 tcdeploy
