Also to simulate exactly what you type from the command line you can do:

<cvs cvsRoot=":pserver:mmarquis@dcvshost1:/home/empcvs">
  <commandline>
    <argument value="login"/>
  </commandline>
  <commandline>
    <argument value="update"/>
    <argument value="-P"/>
  </commandline>
</cvs>
