I do not know yet the sshexec task and so on.
Maybe you should add a "set -x" or something like that in your remote script
to allow debugging.
Where do you define the env var on the remote machine ? Is it in the .login
or .profile of the user you are running ssh against ?
Maybe these scripts do not get executed.
Or may be you are doing something like
<sshexec command="VARIABLE=VALUE"/>
<!--in the next invocation of sshexec VARIABLE is not known by the remote
shell or has an undesired value -->
<ssheexec command="some_script_dependent_on_variable"/>

where you should be doing

<sshexec command="VARIABLE=VALUE some_script_dependent_on_variable"/>
