Subject javadoc ignores package.html

I'm using Ant 1.5 in this environment:

Apache Ant version 1.5 compiled on July 9 2002
Buildfile: build.xml
Detected Java version: 1.4 in: /usr/j2sdk1.4.1_01/jre
Detected OS: SunOS

In build.xml, I have a target called apidoc which invokes
javadoc task.  The problem is that the resulting 
**/package-summary.html does not include a copy of
the corresponding **/package.html.  The package.html is
just ignored.  I adde 'use="true"' in javadoc tag, as suggested
in some messages in the mail archive but
the result is same.  How can I make javadoc recognize
package.html ?
