I need to copy a file from one directory to another, but I only want it to
happen if the destination file does not already exist. Currently, Ant will
do the copy, if the destination doesn't exist, or if the destination file is
older than the source file. This is not what I want - the relative dates of
the source and destination files is not relevant for my purpose.

Is there a way to make this happen?
