Must be because the include/exclude attributes are supposed to take relative
path names or patterns, relative to the fileset's dir attribute ;-) --DD

There's a good degree of pickiness that I haven't fully figured out about 
absolute pathnames in includes/excludes.

How about:

      <jar  destfile="${jar.dest}/${jar.filename}">
        <fileset dir="${compile.dest}">
          <include name='**/*.class'/>
          <exclude name="ovtest/**/*.class"/>
