Sorry for following up my own post, but some further tests have shown
that

<regexp pattern="^([ \t]*)VERSION__([ \t]*)=(.*)$"/>

does the trick.  So there seems to be a problem with the 'blank' POSIX
character class (as documented on the perlre manpage) within oro.
