A partial solution (reducing JVM overhead) can be had with the very
simple "<server>" task by Michel Casabianca, available from his 
website at <http://www.sdv.fr/pages/casa/index.en.html>.

The <server> task listens on a socket.  You send it simple commands
to instruct it to build a target, and it builds a new project and
runs the target, finally coming back to wait for more commands.
If your build involves use of XSLT and other Java tools, then
after the first run it goes MUCH faster than starting a fresh ant.
