It may or may not be documented but from my experiences, the if or
unless clauses are executed after the depends clauses, enabling targets
that conditionally set the properties.  My scripts depend on that being
true.

I'm curious,

Are a target's "if" or "unless" attributes supposed to be evaluated
before or after executing target dependencies?  
This does not seem to be defined anywhere I've looked.
