I don't see any soap.war in the Axis (1.0 or 1.1beta) distribution, are
you sure this file wasn't built (from the Axis jars) by some other

AXIS_HOME/lib contains all the jars you need.

/WEB-INF/classes or in /WEB-INF/lib/somefile.jar

The Axis distribution should have all of the necessary jars distributed 
separately from the war, I'd think
