Another factor to consider when you have multiple projects with 
dependencies is your release cycle.

If all projects will get updated at the same time, then you can keep 
each project in a separate tree. In this
case you effectively have one big project.

But if projects will get rolled out at different times, then you need to 
be concerned about the changes to the
common code used by them. In that case, it might be appropriate for each 
project to copy into its own
tree the common code that it uses. This makes for more work for your 
release engineering person/team.
Now you need to be more careful with your configuration control and bug 
reporting.
