Could it be that you need a path separator after ${xml-files}?

    <target name="HTML" depends="init">
        <echo message="Converting xml documents into html"/>
        <ant 
            antfile="htmlbuild.xml" 
            dir="${xml-files}/documents"/>
        <ant
            antfile="htmlBuild.xml"
            dir="${xml-files}/project/requirements"/>
    </target>
