You want to generate a web.xml?  Use XDoclet: 
http://xdoclet.sourceforge.net - use version 1.2 - 
http://xdoclet.sourceforge.net/1.2beta

But if you don't want to generate web.xml, then you must create one 
yourself manually and incorporate that into the WAR file - I recommend 
the <war> task for this.
