Using the StarTeam integration, No.

You can however work around the problem by using the <exec>
tag and the command line interface.

The following will check out, unlocked, all files that are
of status "out of date" or "missing".

<exec dir="${basedir}" executable="stcmd.exe"> 
<arg line="co -p
${ST_USERNAME}:${ST_PASSWORD}@${ST_SERVERNAME}:${ST_SERVERPORT}/${st_project
}/${st_view}/${st_rootfolder} -u -filter OI" /> 
</exec> 

Run stcmd.exe co -? for more information.

Is it possible to check out files in a starteam repository by the status of
the file- i mean, check for status of the file like these "out of
date","missing" etc.?
