Below is what I did to use a local DTD using Ant 1.5:

    <ejbjar dependency="full"
            destdir="${dist.dir}"
            genericjarsuffix=""
            naming="ejb-name"
            srcdir="${build.dir}">

        <dtd publicId="-//Sun Microsystems, Inc.//DTD Enterprise JavaBeans 2.0//EN"
             location="${etc.dir}/ejb-jar_2_0.dtd" />
        ...
    </ejbjar>
