But in this case the DTD reads

<!ENTITY % boolean "(true|false|on|off|yes|no)">
...
<!ATTLIST javac
          id ID #IMPLIED
          ...
          fork %boolean; #IMPLIED
          ...
          extdirs CDATA #IMPLIED>

and ${javac.fork} obviously is not part of the enumeration that builds
up %boolean;.
